Usage Logging Queue: Intermediate work for 1034

This is one more step towards resolving #1034 (closed).

The main addition in this MR is RccUsageLoggingQueue and its unit tests. There's also some changes to RccUsageLoggingService to accommodate the needs of RccUsageLoggingQueue.

Integration with the MotomoService is not yet ready.

This is very abstract since it does not have any impact on the running app, there's only unit tests to be reviewed (with). I'm sorry this task was way bigger than anticipated.
