Apply breakpoints to monitoring-setup layout

Step 2: Monitoring setup

As well as a slight restyle of the monitoring setup, this also refactors the full-page-component, such that we can use full width backgrounds, such as we need for the monitoring setup

Note that layouts using the reduced-full-page still have white borders
