Resolve "Computed Value: Boolean Count"

This MR does two things:

  1. Move the functions that Andreas and I deemed generally useful to ComputedValueComponents to separate files, according to his instructions – these changes should be reflected in !594 and !604
  2. Add the boolean count component

I realize this should actually be two separate MRs, but both changes are quite small and I'm trying to contain the merge chaos/bottleneck... Hope it's ok 😬
