Add default resources to page

James Jenkinson requested to merge 646-resources-crisis-setup-resourcesmodule into main

I didn't add any real implementation for the custom store (I'm also not really sure what would be needed), as I think it's out of scope for the issue, and should be done ad-hoc when implementing the custom resource editing
