Resolve "BUG: Data Visualization - client not able to see the data"

About the issue

The problem was that the bar charts we're using the color variables --ion-color-primary-rgb and --ion-color-secondary-rgb, which are no longer defined in the hcp and pat versions. In the repose version they are defined.

About the fix

As well as moving the bar chart colors to the new variables, I included the color service, as there were comments suggesting we should do this at some point
