Resolve "Introduce read-only settings entries"

Closes #346 (closed) and #343 (closed)

reposePassphraseSettingsEntry is now hidden, there is only one visible settings entry in the Repose settings group.

'read-only' mode can be tested for example by setting restriction: 'read-only' on settingsEntry in translation-settings.module
