Resolve "Setup basic medication question editor #861m5180j"

Closes #307

I would be happy for suggestions on what to do with the default strings for the default medication question Imho they should be in an i18n folder - but it feels wrong to have them in the monitoring-setups i18n files. Creating a custom class felt wrong as well (and they do not provide translations normally)

So left it as is for now. Ideas appreciated.
