Resolve "Create component rcc-logo"

Hanhoan Truong requested to merge 199-create-component-rcc-logo into main

The logo component is working with the option to select a full or minimal version of it in the template under rcc-logo.

The unit tests are working - only thing not working is the testing of the styling of the SVG. To our knowledge this seems to out of the scope of Jasmine and should instead be tested with Cypress.
