Updated theme.scss files for HCP and PAT

Hanhoan Truong requested to merge theme into main

According instructions all css variables are now changed into RGB with comments behind each line displaying the hex colors for easier recognition. Ionic styling is still functional. RGB color variables will give us more freedom concerning changes of opacity etc.
