Resolve "C_017_R1 Day query run : 'count' of 'total' not translated"

Error handling same as #1292 (closed) for now. We're gonna discuss how to do that better in #1302. Maybe also centralize error message translations there?

Testing:

1. Load MockRccPublicRuntimeConfigModule in PAT base features
2. Load a static QR code via https://localhost:4200/data?d=ewogICJwcmVDb25maWd1cmVkU3ltcHRvbUNoZWNrIjogInN0YXJ0ZXJfc3ltcHRvbV9jaGVjayIKfQ
3. Remove one of the questions from starterQuestionConfigs
4. You should see a toast on the day query page and an error in the console
