Resolve "B_024 Optimal Template Journey | Step 1: Template Dropdown Interaction"

I also fixed the styling of the rcc-icon, which was moved downwards besides being turned upside down.

I made the hovering and the placeholder text replacement optional via @Input, now it is only set on the questionnaire editor page for now.

I also added a waiting time mechanism via observables to allow swift hovering over the dropdown without accidentally opening it.
