Resolve 1173-answer-order-uniform-mengen-answer-orders

Update 23.07.24

This is working now. Upon adding one or multiple questions to the monitoring setup, they are sorted by value (3-0), When adding a new custom question, the answer options will already be ordered the same way.

FYI Consumption diary not working on this branch.

The consumption diary templates are fixed in #1194 (closed), so I refrained from touching those on this branch. (Problem is the missing options array in both questions, thus options is undefined and the questions cannot be added.
