PDF Download and FHIR download not working for everyone

Background

We already investigated a bug in the pdf download but were unable to replicate it. 2 people in the test were unable to download the pdf, and the fhir file would not download.

What to Do

Please investigate again into the download. I have 1 device that won't download that we can test with. See the console output in the attached screenshot.
