Bug Exploration: New border color on click

Current: Believe to come out from updating the drop down functionality settings. On many components, there is now a blue border when the user is selecting/clicking the component. Found on HCP and PAT side. It is new to the app and wasn't there until the past 2 weeks. Tested in Safari and chrome: both have some version of it.

Desired: Look into this bug and find where it is coming from and what would be different ways to approach it: do we need to assign a border color to every dropdown/text field? can we turn it off? Is it device specific and we cannot mitigate this?
