PAT answering submission: Notes

Current: Due to submission of answer being on interaction with the question card, when a user types in the notes card - a new toast appears when every character is typed in it a slight pause.

Desired: Extend submission time pause on stopping interaction to 1/2 sec or 1 sec? This shouldn't affect the submission time of other question cards.
