Roll-over color of edit pen button

Current: Some pens do not have any color on roll-over with a mouse

Desired: Theme HCP create "default" RC default Orange should be used for the hover cover of all edit pen buttons.

• Changing title of the template, editing cards in the questionnaire are 2 cases where the roll over isn't there.
