Padding at the top of the Preview page #861m3rw8q

Current: Sometimes when the preview button is pressed on the self-monitoring form the padding within the orange background is not correct at the top of the form. It seems that when a question is added into symptom, the padding is correct but if the first category isn't symptom then the padding isn't present.

Desired: Padding between the header of first Therapy Focus Category and the top of the background color is consistantly 14 px.
