Summary

We need a new component to select the reminder time for a monitoring.

Acceptance Criteria

• the component handles the necessary data (please check the existing version for that, but in the new design we will not have an am/pm selector ie time will be 24h based)
• hours and minutes can be selected independently
• the numbers are continuously, eg after 0, ..., 22, 23 comes 0 again etc.
• the selector always stops with the numbers centered inside, ie I can't land between two numbers
• it is possible to disable the component, it is then greyed and can't be changed
