Questions should not be answerable in MonitorSetupPage

Currently it is possible to click on the answers or insert text when questions are shown in the MonitorSetupPage.

This should not be the case, as the questions are not really answerable here.

Presumably we will need to disable the FormControls of the QueryControl. (my guesstimate)
