Remove ItemActionId

ItemActionId was introduced in !48 to circumvent that 2 ItemActions were shown for viewing a Report.

As adding an ItemActionId to the ItemAction is against the current software pattern, the globally defined ItemAction to view reports is broken and it is desired to have the same UX on both actions anyhow we can replace the global with the local action. Then we can get rid of ItemActionId again.
