ISSUE: Updated (answered) question not sent back to patient

Updated versions of a question are not sent to the PAT app.

What is the expected behaviour?

Should show the newly updated question in the PAT app

What is the actual behaviour?

Steps to Reproduce

Example:

1. Open the app
2. Create Symptom Check
3. Customize one of the questions (renaming + changing to YES NO + untoggle 'use custom labels')
4. Send symptom check to PAT
5. Do the runthrough
6. Send back to DOC
7. Change the question (wording), rename the symptom check
8. Resend to PAT
9. -> no newly updated version of the question is presented in Today's Questions
