LIBS: 1. Create Schedule Job for Vulnerabilities Scanning

• Create Schedule pipeline for Main that runs:
• a new stage: regulatory
• 1 job -> creates the sbom list and stores
• 2 job > creates vul. report (see if job can fail if any found)

both jobs should create their outputs as artifacts.
