B_014_R1 Scroll Buttons

The cards on the HCP interface and the scroll buttons overlap a bit too much over the question cards for them to be readable. We want to update the cards and scroll buttons to the intended design.

• No scroll arrows on mobile
• No arrows on categories when there are no questions out side of the page
  • only show on rollover of category with more cards than are visible
• Left scroll button sits '76 px' from the screen border
