Revert starter question ID to -0

In #1291 (closed)/!1111 (merged) I fixed the e2e tests by correcting the ID of the edited starter question. However, since the questions haven't gone to prod yet, it was now decided by product to revert the ID back to ...-0. So this is basically the same issue as #1291 (closed), but with the correct ID 😬
