PAT Empty graphs SP: 3

When a pat sends their data to the HCP -> graphs with no data should still be visible so that the HCP knows the PAT has been skipping specific questions. We fixed this in this issue I believe: #1000 (closed)

Now, we fixed it so that the HCP sees empty graphs but the pat no longer sees empty graphs.

This is supposed to work on the HCP AND PAT side
